25 provinces issue residence permit regulations

060Twenty-five provinces in China have already formulated and issued detailed regulations on residence permits, which tend to narrow the gap in social welfare provided for the people with "hukou" and migrants, according to the Ministry of Public Security.


The Interim Regulation on Residence Permits was enacted on January 1st, 2016, demanding that provinces formulate detailed regulations according to local economic and social situations. Up till now, 28.9 million permits have been granted to applicants across China.


The social benefits provided in different provinces vary, but most have added some benefits to those outlined in the national regulations. For example, Shanxi province offers "local housing support," while Henan province stipulates that people over 60 can ride the bus for free.


Many provinces also updated the application procedure, making the process more convenient by utilizing online resources. Heilongjiang province provides digital residence permit service, allowing applicants to register online and download digital permits any time and anywhere.


In China, people with "hukou", namely registered permanent residence, enjoy better educational opportunities, employment support, care for senior citizens and social welfare at the registered place. The new residence permit system allows migrants to have the chance to have a better life in the city.
