In order to cooperate with the smooth implementation of the "Convention on Canceling the Certification Requirements for Foreign Official Documents" in the country, the Ministry of Human Resources and Social Security has decided to issue the "Interim Measures for Foreigners Employed in China to Participate in Social Insurance" (Decree No. 16 of the Ministry of Human Resources and Social Security) Paragraph 1 of Article 7 is amended to read:
"Foreigners who enjoy receiving social insurance benefits on a monthly basis outside China should go through the qualification certification for receiving benefits once a year. The qualification certification for benefits can be handled in one of the following ways:
(1) Apply for online authentication through mobile Internet applications such as "Chinese Consul", "Zhangshang 12333" and "Electronic Social Security Card";
(2) Provide the social insurance agency that pays the benefits with the survival certificate issued by the Chinese embassy or consulate abroad;
(3) Provide the social insurance agency that pays their benefits with a survival certificate notarized and certified by the relevant agency of the country of residence and certified by the Chinese embassy or consulate abroad. If the country of residence is a contracting party to the "Convention Abolishing the Requirements for Authentication of Foreign Official Documents", consular authentication is exempted, but an additional certificate that meets the requirements of the Convention must be submitted. "
This decision will come into effect on the date of promulgation.
