With most parks in Tianjin already free to the pubic, remaining public facilities like Tianjin Museum, Tianjin Library and cultural centers will be ticket-free for citizens, the local bureau of culture said.

The free-open project will be implemented in a three-step schedule. Before the end of 2011, Tianjin Library, Tianjin Children’s Library and Tianjin Qunzhong Art Gallery will firstly be free of charge, along with 29 public libraries in 16 counties and 18 cultural centers in different parts of Tianjin. Before the year of 2013, Tianjin Museum will be constructed and also ticket-free, as the principle part of the second step. As for the third step, the government will perfect other public services in order to further meet public demand.

The major changes in Tianjin Library will be cutting the membership deposit and fees for card application and checking. Meanwhile, the study rooms and the E-reading rooms are free to the public.

The cultural centers in every district will offer free courses in painting, singing and calligraphy. Some of the art training projects will charge lower fees to help make them more accessible to the public.

This “free-ticket plan” also requires moderate rents for pubic stadiums and that all the facilities must not aim at profit making.
