With the “snowballs” of large projects, good projects are becoming bigger and bigger in TEDA, the regional demand for human resources is also growing day by day. Last year was the first year for large projects, good projects to focus on production, during which the development zone created new jobs reaching a record of more than 70,000. According to estimate, the development zone will create new jobs equal to that of last year. To meet the growing enterprise demand for labor, the development zone has taken a number of effective measures to protect the regional human resources supply.

Schools and enterprises to join hands to build a new model of talent supply

To meet the growing enterprise needs of skilled personnel in the zone, the development zone and the Haihe River Education Park signed a cooperation agreement. In future, the Haihe education park institutions will set up the curriculum according to the needs of enterprises in the development zone, conveying the highly skilled personnel in shortage and provide special training services for the Development Zone.“The establishment of the coalition between colleges and enterprises not only can help businesses to recruit more staff, but also further reduce recruitment costs.” The responsible person expresses that, according to the agreement, the enterprise is about to pay 50 yuan training fee for each student receiving order type training. Compared with social recruitment, integrated business costs are significantly reduced.Under the agreement, the development zone will also work with the Haihe Education Park to establish the mechanism of joint working conference, with the help of a wealth of educational resources in the Haihe education park to provide enterprises with vocational education, vocational training, skills identification, career guidance, skills competitions and other services.

Improve the environment to retain people

“We place the introduction of talent, and the introduction of large projects, good projects on the equally important positions.” Relevant responsible person of the Management Committee of the Development Zone said that, with regard to the talents, we must not only attract them, but also retain them. Development Zone recently launched the “structural adjustment, benefiting the people and upgrading the level” activity, which is among the 10 items of morale project, the two of which will focus on improving the treatment of employees of enterprises in the zone. In the project to expand the scale of employment, it is put forward to improve the normal growth mechanism of workers’ wages and actively implement the collective wage negotiations, and increase the employing labor remuneration of the zone by per capita growth of more than 15%”; In the project of “enhancing social security capability”, it is put forward to invest more efforts to strengthen the workers’ “five-kind-insurance” collection and migrant workers’ comprehensive insurance audit.”

The Development Zone also grants the financial incentives to some of the enterprises which provide their employees with a higher pay-rise. During the “Eleventh Five-Year Plan” period, the enterprises of the Development Zone obtained a financial incentive of over 70 million yuan. The front-line workers of award-winning enterprises have a wage dominant growth of 500 million yuan, with an average growth of 13.84%.

In order to allow migrant workers to live more comfortably, the development zone will continue to increase the blue-white-collar apartment building here and really let the apartment become their warm home.

Aiming at enrollment difficulties in the nurseries and schools for children of employees in the zone, the Development Zone will continue to increase efforts on introducing domestic high-quality educational resources to the development zone for establishing schools this year, increase the size of the educational resources in the region, and meet the need of going to school by children of employees in the zone.
