The Government of Tianjin Binhai New Area released the industrial development planning for the “12th Five-Year Plan” period a few days ago, proposing focusing on the building of three world-class industrial bases, namely, the petrochemical base, aerospace base and new energy base. During the “12th Five-Year Plan” period, the Binhai New Area industrial investment scale is expected to reach 800 billion yuan, the annual industrial output value to exceed 2 trillion yuan, the industrial added value to be over 600 billion yuan, and a modern industrial system with international and domestic competitiveness to be formed at express speed.
In the petrochemical industry, Binhai New Area will gradually form the petrochemical industry cluster with large-scale oil refining and ethylene projects as leaders, with the synthetic resin, synthetic rubber, synthetic fiber as the basis, and with high-end chemical materials, organic materials and high-end fine chemical products as the main body, and form a good matching with the downstream textile and light industry, rubber processing and other professional parks, thus building a world-class eco-petrochemical industry base. By 2015, the petrochemical industry will have realized an industrial output value of 450 billion yuan or as much as of 500 billion yuan, accounting for about 22% of the total industrial output value in the new area.
In new energy and new materials industry, the new area will promote wind power, solar photovoltaic, green secondary battery industry to become bigger and stronger and accelerate the development of new industries such as the LED, electric vehicles, smart grid, thus building the country’s major new energy industry base; taking into account the industry development needs of aviation and aerospace, oil and chemical industry, electronic information, automobile and equipment manufacturing, biological medicine and new energy, the new are will positively develop the special functional materials technology and the materials common technology, thus building the country’s important new materials R & D and production base. By 2015, new energy and new materials industry will have realized an industrial output value of more than 180 billion yuan or as much as of 210 billion yuan, accounting for about 9% of the total industrial output value of the new area.
