Tianjin Stops Providing Free Hukous to New House-Buyers

altThe Tianjin Municipality will stop issuing blueprint Chinese household registration or "hukou" certificates to house-buyers in the city from May 31 2014. 
 
The policy is bad news for developers, posing a particular challenge to sales of houses in remote parts of the city. 
 
Tianjin had been issuing blueprint hukou certificates to residents of other provinces who buy commercial housing in the city since 2009, enabling them to enjoy the same welfare conditions as those with a Tianjin hukou and allowing them to receive a Tianjin hukou after a certain period of time. 
 
The policy had aimed to attract more investment and talents. 
 
The abolishment of the policy will likely discourage many potential house-buyers from making purchases in Tianjin. 
 
Zhang Dawei, chief analyst of Centaline Group, said the housing demand will be cut by 20 percent with the cancellation of the blueprint hukou policy, and in the Wuqing district, an area close to Beijing, the figure is expected to fall by 50 percent. 
 
Zhang predicted that house prices in Wuqing district will plunge and those in the downtown area will also decline slightly. 
 
Still, some developers have found that other opportunities make Wuqing an attractive site for investment. As the integration of Beijing, Tianjin and Hebei progresses, Wuqing, the district on the border to Beijing's fastest-developed eastern part, is set to attract more businesses.
