Tianjin will ban the flying of low, slow and small aerial vehicles around the upcoming annual sessions of China's top legislative and political advisory bodies later this month, local police said.
 

The ban, targeting aerial vehicles and balloons flying for sports, entertainment and advertising, will go into effect between March 1 and 12, according to the municipal bureau of public security.
 

The flying of such aerial vehicles for other purposes should first receive approval from the military and civil aviation authorities.
 

The low, slow and small aerial vehicles refer to those which fly below the height of 1,000 meters and at a speed of less than 200 kph, and have a radar cross-section of less than two square meters. They mainly include light and ultralight airplanes, gliders, delta-wing airplanes, hot air balloons, drones and model airplanes.
 

3月1日至3月12日，天津这些小型航空器具和空飘物禁飞

根据《中华人民共和国飞行基本规则》（国务院、中央军委令第509号）、《通用航空飞行管制条例》（中央军委、国务院令第371号）、《天津市民用机场净空及安全管理规定》（津政令第3号）等有关法律法规，市人民政府决定在2021年全国“两会”期间，本市禁止小型通用航空器具和空飘物起降、飞行。现通告如下：
 

一、自2021年3月1日0时起至3月12日24时止，全市行政区域为临时空中限制区。在空中限制区内，禁止一切公民、法人和其他组织的轻型和超轻型飞机（含轻型和超轻型直升机）、滑翔机、三角翼、动力三角翼、载人气球（热气球）、飞艇、滑翔伞、动力滑翔伞、无人机、航空模型、无人驾驶自由气球、系留气球等低空慢速小型通用航空器具和空飘物在地面以及空中进行各类体育、娱乐、广告性飞行、起降和对空射击（不含人工影响天气作业）、施放气球等活动。依据《中华人民共和国飞行基本规则》第三十五条规定，所有飞行必须预先提出申请，在全国“两会”期间需要利用小型通用航空器进行飞行活动的，须经中部战区空军、民航空中管制部门按照有关程序进行审批，经批准后方可实施。
 

二、在飞行限制期内，民航、体育、气象以及其他涉及小型通用航空器、航空器材的单位，要强化对小型航空器具和空飘物的监控，严格落实禁飞规定。公安、市场监管、无线电管理委员会等部门要按照各自职责分工，加强日常监督检查，切实落实监管责任。
 

三、请广大市民及飞行爱好者主动配合民航、体育、气象、公安等部门做好对“低慢小”航空器拥有者及使用者的登记和管理工作，同时严格遵守各项规定，杜绝违规飞行。对不遵守临时空中限制规定、妨害空中安全的单位和个人，由民航、体育、气象、公安等有关主管部门按照各自职责依法予以处理。对危害公共安全、扰乱公共秩序的，由公安机关依法予以处罚；构成犯罪的，依法追究其刑事责任。
