Hong Kong-Singapore air travel bubble to restart on May 26

A long-awaited quarantine-free travel bubble between Hong Kong and Singapore will open on May 26, albeit with more restrictions than had been initially in place, the governments of both regions announced.
 

The bubble will begin with a single, 200-traveler flight per day in each direction, with Cathay Pacific operating the bubble flight from Hong Kong to Singapore and Singapore Airlines operating it from Singapore to Hong Kong. That will increase to two daily flights in each direction on June 10, with flights allocated evenly between Singapore-based and Hong Kong-based carriers, per the agreement.
 

Singapore and Hong Kong had planned to start their bubble last November but had to postpone it due to the Covid-19 situation worsening in Hong Kong. That situation has seen "gradual stabilization" since February, and the pandemic has remained under control in Singapore, according to the governments' statement.
 

The new arrangement has added restrictions compared with the November agreement. Originally, travelers were required to have no travel history outside of Hong Kong or Singapore within 14 days of departure. Now, that window has been extended so that any time in a mandatory quarantine period does not count toward the 14-day requirement. Hong Kong travelers in the bubble are required to be fully vaccinated—at least 14 days out from their final vaccine dose—and travelers in both directions must use the respective contract tracing apps in use by Singapore and Hong Kong. Per the original agreement, travelers must also test negative both prior to departure and upon arrival.
 

The bubble will be suspended for two weeks if the seven-day moving average of daily unlinked local Covid-19 cases reaches higher than five, and it will resume only after that period and after three subsequent days with daily unlinked cases below three and a seven-day moving average below five in both locations.

连番受疫情影响迟迟未能成事的香港与新加坡“旅游泡泡”,终于在26日公布细节。
 

香港与新加坡的“旅游泡泡”原定去年11月正式开展,不过因香港暴发第四波疫情而暂缓。特区政府26日公布,与新加坡的“旅游泡泡”将于5月26日重启,维持每天一个航班,由香港国泰航空及新加坡航空负责,每天最多载运200名乘客;若两地疫情持续稳定,从6月10日起增加到两个航班。值得关注的是,港府要求参与港人须完成接种两剂疫苗至少14天后才可登机,但新加坡则没有相关要求。商务及经济发展局局长邱腾华称,“旅游泡泡”基于检测安排及专机,两者为基本保障,接种疫苗则是额外要求,是为保护自己。16岁以下人士、因健康理由不适合接种、离港前在香港逗留少于90天以及并非由香港签发的旅行证件离港者则获豁免。
 

根据规划,港人须在出发前7天至30天申请“航空通行证”,抵达新加坡后要以私人交通或私家出租车由机场前往申报住处,其间要下载并登记使用“合力追踪”应用程序,至离开新加坡后14天内仍要保留相关记录;港府也要求新加坡旅客下载“安心出行”,并在离港后31天内保留相关记录。“旅游泡泡”同时设置“熔断机制”,如果新加坡或香港最近的无关连本地病例 7 天平均超过每天 5例,该安排将暂停,为期两周。邱腾华说,与新加坡的“旅游泡泡”会成为与其他地区商讨的基础,香港一直与10个国家保持联络,首选澳大利亚和新西兰。
