Recently, the Tianjin Municipal Transportation Commission issued a notice for public comment on "Several Measures for Optimizing the Regulation and Control Policies of Passenger Cars in Tianjin (Draft for Comment)". The "Measures" clearly implement car-free household indicators, personal ladder lottery indicators, and implement Six aspects include high-level talent indicators, implementation of automobile financing leasing operation indicators, optimization of second-hand car turnover indicators, and adjustment of incremental indicator allocation ratios.
Implement car-free household indicators. 30,000 indicators will be targeted at car-free households for purchasing cars in our city. They will be allocated in order of application time. Families that pass the review conditions can apply directly.
Implement personal ladder lottery indicators. Targeting 10,000 personal ordinary car ladder lottery quotations to people who have been unsuccessful in the lottery for purchasing cars in our city, the individual ladder lottery activities will be implemented separately.
Implement high-level talent indicators. Those who meet the conditions of "Haihe Talent" Card A and Card B and do not have a passenger car in our city under their name can apply for a "high-level talent" indicator.
Implement automobile finance leasing operating indicators. Companies established in accordance with the law in this city to engage in car financing leasing business, after being determined by the industry competent authorities to meet the application conditions, can apply for quotas based on the actual business scale limit for car leasing business operations.
Optimize used car turnover indicators. According to relevant national regulations, the original measures of restricting places and total quantity have been adjusted. Any second-hand car business enterprise legally registered in this city that purchases non-operating second-hand passenger cars can apply for turnover quotas. The turnover quota does not limit the total quantity and implements free allocation.
Adjust the incremental indicator allocation ratio. In 2024, the incremental number of ordinary cars allocated through lottery will be increased from 50,000 to 70,000, and the incremental number of ordinary cars allocated through bidding will be reduced from 40,000 to 20,000, with the total number remaining unchanged.
