Tianjin granted approval to launch carbon-emission trading markets

Five Chinese cities and two provinces have gained government approval to launch carbon-emission trading markets. The National Development and Reform Commission requested that the cities of Beijing, Tianjin, Shanghai, Chongqing and Shenzhen and the provinces of Hubei and Guangdong wrap up comprehensive implementation plans and allocate a dedicated fund to support the project. 

Meanwhile, the pilot cities and provinces are required to set overall emissions-control targets and map plans for quota allocations, and establish a supervision system and registration system for carbon trading.

Xinhua reported that industry officials say China might issue a second request for tenders for offshore concession projects, totaling two gigawatts, in the first half of this year.

According to the National Energy Bureau, China will construct five gigawatts of offshore wind projects by 2015, or five percent of its total installed wind capacity. They will create market opportunities worth 80 billion yuan. ($1 = 6.3066 Chinese yuan)
